Saddam became a student leader at Falls Church High School and chose to stay close to home for college so he so he could help his family during his mother’s recovery, attending Northern Virginia Community College and George Mason University. Affordable higher education allowed him to earn both a bachelor’s degree and later a Master's of Public Administration while supporting his family and giving back as an assistant track and field coach.

His family came to the United States in 2000 when he was 10, but soon faced eviction and homelessness. With help from a family friend and later Fairfax County’s affordable housing program, his parents worked minimum wage jobs with his father working his way from dishwasher to head chef.

He has been a deeply engaged community and party leader, holding numerous roles in Democratic and civic organizations and founding key caucuses to elevate AAPI and Black voices. In 2023, he won a primary upset for State Senate District 37, then the general election. He now serves in the Virginia Senate and on regional boards, guided by his belief in public service shaped by his own experiences with housing, healthcare, education, and community support.

This campaign is powered by Virginians — not corporations or special interests. And definitely not AIPAC, Big Crypto, or AI Data Centers. Real representation can’t be bought, and no leader should answer to those trying to influence policy behind closed doors. After immigrating to the U.S. and facing homelessness as a child, I found opportunity in Fairfax County’s public schools and low-income housing programs. Guided by those experiences, I built a career as a federal contractor in public service. Now, I'm honored to represent Virginia’s 37th District in the State Senate. Senator Salim stands in solidarity with the Palestinian people in their pursuit of freedom, safety, and self-determination. He continues to speak out against the occupation of Palestinian land, settlement expansion in the West Bank, and all practices that deny Palestinians their basic human rights. The devastation, fueled by weapons and funding from the United States and enabled by the Israeli government’s action, must come to an end.&nbsp;What we are witnessing in Gaza is a genocide as has been declared by the<a href="https://www.ohchr.org/sites/default/files/documents/hrbodies/hrcouncil/sessions-regular/session60/advance-version/a-hrc-60-crp-3.pdf"> United Nations</a> and<a href="https://genocidescholars.org/wp-content/uploads/2025/08/IAGS-Resolution-on-Gaza-FINAL.pdf"> International Association of Genocide Scholars</a>. That's why Senator Salim will support the Block the Bombs Act, because American tax dollars should never fund violence or military actions that break U.S. law or violate human rights. Senator Salim has been vocally opposed to American military involvement, and believes that what is unfolding in Iran is a historic foreign policy disaster.We must end the illegal forever wars and redirect those resources toward addressing urgent needs here at home—investing in housing, healthcare, and education for American families. Senator Salim stands firm in his conviction that U.S. leadership should always reflect our highest values: peace, human rights, and compassion for all people.He supports an immediate ceasefire in Gaza and Iran, and has remained steadfast in his call for de-escalation and diplomacy, refusing to turn away from the urgency of this moment or silence his voice in the face of injustice. His advocacy reflects a core belief that peace is built not through domination, but through dialogue, accountability, and a shared respect for human life.

Justice for Palestine and Ending Forever Wars

We can never fully repay the sacrifice veterans and their families made to protect and serve our nation. What we can do is support their future and their families. When veterans face obstacles accessing healthcare, starting a business, even keeping a roof over their head, it is our responsibility to act quickly and meet their needs. Senator Salim supports initiatives to modernize veterans’ healthcare and benefits, including expanding telehealth through measures like the Delivering Digitally to Our Veterans Act and the Protecting Veteran Access to Telemedicine Services Act; preventing and ending veteran homelessness through legislation such as the Helping Homeless Veterans Act, which aims to make proven programs like Supportive Services for Veteran Families permanent; and closing gaps in mental healthcare with policies like the Veteran Urgent Access to Mental Healthcare Act, which extends critical services to veterans with Other Than Honorable discharges and prioritizes vulnerable populations, including women, survivors of trauma, and those at risk of homelessness. In the Virginia Senate, he voted to protect and fully fund the Virginia Military Survivors and Dependents Education Program (VMSDEP), and he is committed to ensuring our commonwealth continues to be the best state in the nation for veterans and their families.. In Congress, Senator Salim will be a staunch advocate in our veterans and their families.

When his family immigrated to the US, they were homeless and had to rely on affordable housing programs. In the Virginia Senate, he has been a leading advocate for affordable housing initiatives and increasing the supply of housing.Saddam supports the Place to Prosper Act, which gives local governments new incentives to expand affordable housing. It rewards communities that streamline permitting, speed up construction, and protect renters from discrimination based on their source of income. He’s also calling for a permanent repeal of the Faircloth Amendment to allow cities to build and expand public housing again. In addition, Saddam advocates for strengthening the Low-Income Housing Tax Credit and providing permanent funding for the National Affordable Housing Trust Fund to ensure long-term affordability and stability for working families.As a Virginia State Senator, Saddam supported a comprehensive approach that includes reducing zoning and permitting restrictions to expedite home construction, enhancing protections for renters, and increasing funding and programs for low-income housing. His legislative proposals include legalizing Accessory Dwelling Units (ADUs) by right across Virginia, banning algorithmic rent-setting programs, and incentivizing housing near transit hubs.

Every woman deserves equal opportunity, fair pay, and full access to quality healthcare. He envisions a society where all women live free from discrimination, harassment, and structural barriers, able to make their own choices and thrive in safe, healthy communities.Saddam knows that achieving gender equality starts with economic and labor justice. Working women, especially those in low-wage jobs, are often hardest hit by pay inequities and unsafe workplaces. He supports raising wages, enforcing equal pay laws, and eliminating the hiring and pay discrimination that continues to hold women and families back. Equal pay for equal work isn’t just the right thing to do; it strengthens families and fuels economic growth across Virginia and the nation.He also recognizes the invaluable contributions of caregivers and parents, whose work too often goes unpaid or unprotected. Saddam supports expanding workplace rights and benefits that honor family and caregiving responsibilities, from paid family leave and affordable childcare to sick days, vacation time, and safe working conditions. These basic protections don’t just help women; they create stronger, healthier communities for everyone.In the Virginia Senate, he was proud to vote in favor of the constitutional amendment to codify Roe v. Wade in Virginia that will be on the ballot this fall. In Congress, Senator Salim will champion policies that advance economic equity, reproductive rights, and gender justice. In the Senate, he fought for increased funding for our public schools and universities. He supports additional funding for early childhood education, raising teacher salaries, and ensuring that Virginia’s public colleges and universities all receive the funding and resources that our students deserve. At the federal level, Saddam’s priorities will continue to reflect that record of results: improving reading and math achievement with evidence-based strategies, recruiting and supporting more qualified teachers, standing up to billionaire-backed voucher schemes that defund public schools, and expanding universal Pre-K. He also champions policies that connect students with career and technical programs, provide free school meals and mental health resources, and promote the safe and equitable use of technology in classrooms.Senator Salim has also fought censorship and book bans, worked to streamline education access for disabled students, and is committed to ensuring a world-class public education for every student. In Congress, Senator Salim will push to rejoin the Paris Climate Agreement and once again make the United States a global leader on climate change. <h4>Let's Talk Data Centers </h4> Locking us into more fossil fuels <a href="https://www.pecva.org/work/energy-work/data-centers-industry-impacts-in-virginia/" target="_blank" rel="noopener noreferrer">Piedmont Environmental Council</a> (PJM) projects that nearly all electricity demand growth through 2045 will come from data centers, and Dominion Energy says it cannot meet that demand without keeping coal on the grid and expanding gas plants. Virginians are being pushed toward a future with more pollution and higher climate risks instead of a clean energy transition. Millions of gallons of water every day A single data center can use millions of gallons of water a day depending on its cooling system. These huge buildings also create acres of hard surfaces, sending more polluted stormwater into local rivers and streams that many communities rely on for drinking water. Communities pay the price while corporations profit Too many data centers are being approved next to parks, homes, schools, medical facilities, and nursing homes, forcing neighbors to live with nonstop noise, fleets of diesel generators, and other industrial impacts that do not belong in residential communities. At the same time, Virginians are subsidizing this build out through higher electric bills and massive state tax breaks, while a handful of large corporations reap the rewards. <h4>What Senator Salim can do in Congress</h4>National standards for smarter planning In Congress, Senator Salim will push for federal planning and siting standards that guide where large data centers can be built and require agencies to track their cumulative impacts on our energy grid, climate goals, land, and communities. He will support legislation that ties federal permits, tax incentives, and financing to strong regional and statewide planning, so no community is left to face these impacts alone. I refuse to let them, because the only people who should own this seat are the voters.In return for their million-dollar donations, they get tax loopholes, deregulation, and special treatment, while working families are left with higher costs, stagnant wages, and fewer opportunities. Our economy and our democracy both suffer when wealth determines who gets heard and who gets left behind.Senator Salim believes in creating a democracy that works for the many, not the money. Fairfax County is home to over 80,000 federal employees and thousands of federal contractors. Many of these workers were furloughed, and entire federal agencies were gutted, by Elon Musk’s unconstitutional DOGE committee. The National Institutes of Health, the Centers for Disease Control, and the U.S. Food and Drug Administration, our most critical public health agencies, were hobbled by budget cuts and Trump-aligned leaders with anti-science agendas. The dedicated public servants and world class researchers who worked at these and other federal agencies were let go without any respect for their contributions to our nation.As a federal contractor himself, Senator Salim has seen the effects of these reckless cuts, and he has been vocal in his outrage at the damage done to our federal government. As a State Senator, he has helped provide food and financial assistance to those in need, and access to justice for workers when their legal and contractual rights were violated.
